1. Purpose of these Marketplace Rules
These Marketplace Rules explain the standards that apply when using the WorkCircuit marketplace.
They are intended to help maintain a marketplace that is:
- genuine;
- useful;
- professional;
- safe;
- reasonably transparent;
- fair to participating Businesses; and
- resistant to fraud, abuse and manipulation.
These Rules apply together with the WorkCircuit Terms of Use and Privacy Policy.
A breach of these Rules may result in moderation or account action as described below.
2. The WorkCircuit marketplace
WorkCircuit is a business-to-business marketplace.
The intended marketplace journey is:
Match → Connect → Agree → Engagement → Work → Complete → Confirm → Review
A Business may use WorkCircuit to:
- offer work;
- find Businesses with capacity;
- find potentially compatible Businesses;
- connect with another Business;
- communicate;
- record an Engagement;
- record completion;
- provide or receive Reviews; and
- build marketplace reputation through genuine completed Engagements.
An accepted Connection does not mean that work has been agreed.
An Engagement record does not make WorkCircuit a party to the commercial agreement between Businesses.
3. Genuine Businesses
Businesses using WorkCircuit must be genuine businesses or lawful commercial operators.
A Business must not:
- impersonate another Business;
- create a deceptive identity;
- create a fake Business Profile;
- falsely claim to represent another Business;
- use another Business’s information without appropriate authority; or
- deliberately conceal material information where doing so would make the Business Profile misleading.
WorkCircuit may take reasonable action where there are credible concerns about the authenticity of an Account or Business.
4. Accurate Business information
Businesses must provide information that is accurate, current and not materially misleading.
This applies to:
- Business Profiles;
- ABNs;
- services;
- service areas;
- availability;
- crew;
- equipment;
- licences;
- accreditations;
- insurance information;
- listing information;
- photographs;
- Reviews; and
- other material information supplied to WorkCircuit.
Businesses should update information when material circumstances change.
5. Business Profiles
Business Profiles should accurately describe the Business.
Businesses must not use profiles to:
- impersonate another Business;
- misrepresent services or capabilities;
- falsely claim qualifications;
- falsely claim insurance;
- falsely claim verification;
- deliberately misrepresent location or availability; or
- otherwise materially mislead other Businesses.
Businesses should only list services and capabilities they are genuinely able and authorised to provide.
6. Work Opportunities
A Work Opportunity must describe genuine work or a genuine commercial requirement.
Businesses should provide enough information for other Businesses to reasonably understand the opportunity.
Where applicable, information should accurately describe:
- the work;
- scope;
- location;
- expected start date;
- frequency;
- crew requirements;
- equipment requirements;
- licence requirements;
- insurance requirements;
- job size;
- preferred industries; and
- budget information where provided.
Businesses must not publish fake opportunities designed to collect information, mislead Businesses or manipulate marketplace activity.
A Work Start date describes when work is expected to begin.
It does not itself expire a listing.
Published listings may expire under WorkCircuit’s separate listing lifecycle.
7. Capacity Listings
Capacity Listings must represent genuine available business capacity.
Businesses should accurately describe:
- services;
- service areas;
- available-from date;
- availability;
- crew;
- equipment;
- licences and accreditations;
- insurance;
- industries served; and
- whether capacity is one-off, ongoing or both.
An Available From date describes when capacity is expected to become available.
It does not itself expire a listing.
Businesses should close or update capacity listings when the advertised capacity is no longer genuinely available.
8. Marketplace matching
WorkCircuit may identify potentially compatible listings using information provided by Businesses.
Matching may consider:
- services;
- service areas;
- availability;
- crew;
- equipment;
- licences;
- insurance requirements;
- industries;
- frequency; and
- engagement type.
A match is a compatibility indication between listings.
It is not:
- a guarantee;
- an endorsement;
- a certification;
- an employment recommendation;
- a suitability determination; or
- a promise that work will occur.
Businesses must independently assess whether another Business is appropriate for their circumstances.
WorkCircuit does not use artificial match scores to represent certainty of suitability.
9. Connections
Businesses may request Connections with other Businesses.
A receiving Business may accept or decline.
Businesses must not:
- create large numbers of deceptive Connection requests;
- deliberately spam other Businesses;
- use Connections to harass another person;
- impersonate another Business; or
- misuse another Business’s private information.
An accepted Connection does not itself create a commercial agreement.
10. Messaging
WorkCircuit messaging must be used for legitimate marketplace communication.
Businesses must not use messaging to:
- threaten or harass;
- abuse or intimidate;
- commit fraud;
- send malicious material;
- deliberately spam;
- distribute unlawful material;
- manipulate Reviews;
- collect private information without a legitimate reason; or
- circumvent WorkCircuit security or restrictions.
Legitimate commercial communication is permitted.
Businesses remain responsible for the content and legality of their communications.
11. Engagements
Businesses that agree to undertake work together may record an Engagement through WorkCircuit.
Businesses must accurately record the relevant Engagement information.
The normal lifecycle may include:
Connected → Work agreed → Work in progress → Completion requested → Completion confirmed
An Engagement may also be cancelled where appropriate.
An accepted Connection does not mean the Businesses agreed to work together.
A Business must not create a false Engagement or falsely represent another Business as having agreed to work.
WorkCircuit does not become a party to the underlying commercial agreement.
12. Completion confirmation
A Business may request confirmation that an Engagement has been completed.
The other Business may:
- confirm completion; or
- indicate that completion has not occurred.
A Business must not falsely claim that another Business confirmed completion.
WorkCircuit may keep the Engagement in a completion-confirmation state if the other Business does not confirm completion.
Reviews are not made available merely because one Business claims that work was completed.
The applicable completion requirements must be satisfied before a Review becomes eligible.
13. Reviews
Reviews must relate to genuine WorkCircuit Engagements.
A Business may only submit a Review where the applicable requirements have been met, including:
- the relevant Engagement genuinely exists;
- the reviewing Business participated in the Engagement;
- the Engagement was completed and the required confirmation occurred; and
- the Review relates to that Engagement.
Reviews may contain:
- structured ratings;
- category ratings;
- whether the reviewer would work with the Business again; and
- optional written feedback.
Businesses must provide Reviews honestly and in good faith.
14. Review categories
Depending on the Business’s role in an Engagement, available Review categories may include:
Business performing work
- Quality of work
- Reliability
- Communication
- Professionalism
- Would work with again?
Business providing work
- Communication
- Clear scope and instructions
- Professionalism
- Reliability
- Payment experience where applicable
- Would work with again?
Ratings use the available WorkCircuit rating scale.
15. Review integrity
Businesses must not:
- create fake Reviews;
- submit Reviews for work that did not occur;
- review a Business they did not genuinely engage with;
- review themselves;
- submit duplicate Reviews;
- move a Review to an unrelated Engagement;
- manipulate another Business into providing a particular rating;
- offer improper incentives for Reviews;
- threaten another Business over a Review; or
- coordinate deceptive Reviews.
A Review must reflect the reviewer’s genuine experience or opinion.
A Review does not need to be positive to be legitimate.
A negative Review or ordinary commercial disagreement does not automatically constitute a Marketplace Rules breach.
16. Reputation
WorkCircuit reputation information is derived from eligible published Reviews and genuine completed Engagement activity.
WorkCircuit does not create fake reputation information.
Businesses must not attempt to artificially improve their reputation through:
- fake Accounts;
- fake Engagements;
- fake Reviews;
- duplicate Reviews;
- coordinated manipulation; or
- other deceptive activity.
If an eligible Review is removed or otherwise becomes unavailable, reputation information may change accordingly.
Reputation is marketplace information and is not a WorkCircuit guarantee, certification or endorsement.
17. Verification and supplied information
Businesses must accurately represent the status of information supplied to WorkCircuit.
A Business must not describe information as:
- verified;
- approved;
- certified;
- checked by WorkCircuit; or
- endorsed by WorkCircuit
unless the applicable status has actually been provided through an available WorkCircuit process.
In particular:
Supplied does not mean Verified.
An ABN entered into a Business Profile does not automatically mean the ABN has been verified.
An insurance document uploaded to WorkCircuit does not automatically mean the insurance has been verified.
A licence or accreditation supplied to WorkCircuit does not automatically mean it has been verified.
Where an individual item has actually been reviewed through a WorkCircuit process, that does not mean every other Business detail or credential has been reviewed or verified.
18. Business media
Businesses may upload public business media where supported, including:
- business logos; and
- listing photographs.
Businesses must have the necessary rights or authority to upload and display the material.
Businesses must not upload:
- stolen photographs;
- another Business’s logo without authority;
- misleading images;
- unlawful material;
- malicious files; or
- personal material they do not have the right to publish.
Public media may be displayed to other marketplace users.
19. Private business documents and evidence
Where WorkCircuit provides document storage, Businesses may supply private evidence such as:
- insurance documents;
- licence evidence;
- accreditation evidence; or
- other supporting business documents.
Private documents are not intended to be publicly accessible marketplace content.
Businesses must not upload documents belonging to another person or Business without appropriate authority.
Businesses must not upload fraudulent, altered or deliberately misleading evidence.
Uploading evidence does not itself create a verified status.
20. Commercial conduct
Businesses are responsible for their own commercial dealings.
Businesses should ensure that arrangements between them are clear, including where appropriate:
- scope;
- pricing;
- payment terms;
- timing;
- responsibilities;
- insurance;
- licences;
- safety requirements; and
- any written contract.
WorkCircuit does not negotiate or enforce commercial contracts between Businesses.
WorkCircuit does not guarantee payment or commercial performance.
21. Private commercial disputes
WorkCircuit is not a commercial dispute tribunal.
Ordinary disputes between Businesses about matters such as:
- price;
- invoices;
- payment;
- scope;
- workmanship;
- delays;
- cancellations;
- variations;
- contractual obligations; or
- commercial losses
remain matters between the Businesses involved.
A Business may still report conduct that separately raises a WorkCircuit marketplace concern, including:
- fraud;
- threats;
- harassment;
- fake evidence;
- Review manipulation;
- security abuse;
- platform misuse; or
- other conduct covered by these Rules.
Reporting a commercial dispute does not mean WorkCircuit will determine which Business is legally or commercially correct.
WorkCircuit does not pay for repairs, replacement contractors, refunds, lost profits or other commercial losses between Businesses.
22. Safety, threats and harassment
Businesses must not use WorkCircuit to:
- threaten another person;
- encourage violence;
- harass or intimidate;
- stalk or repeatedly target another user;
- publish another person’s private information without authority;
- make serious threats;
- use the Platform to facilitate dangerous or unlawful conduct; or
- create a reasonable safety risk to other users.
Safety concerns may be acted on urgently where reasonably necessary.
Where conduct may involve criminal activity or an immediate safety concern, affected people should also contact the appropriate emergency or law-enforcement service where appropriate.
23. Fraud and misleading conduct
Businesses must not use WorkCircuit to:
- create fake businesses;
- publish fake work;
- provide fraudulent credentials;
- falsify insurance information;
- misrepresent qualifications;
- impersonate another Business;
- manipulate marketplace activity;
- commit payment fraud;
- deceive another Business; or
- deliberately provide materially false information.
Credible evidence of serious fraud may result in immediate restrictions while the matter is reviewed.
24. Spam and platform misuse
WorkCircuit may be used for legitimate business outreach and marketplace communication.
Businesses must not use WorkCircuit for:
- bulk unsolicited spam;
- automated scraping;
- mass account creation;
- deceptive lead collection;
- repeated unwanted contact;
- irrelevant promotional activity that interferes with marketplace use;
- malicious links or files;
- automated abuse; or
- attempts to overload or disrupt the Platform.
WorkCircuit may restrict functionality where necessary to protect marketplace users and Platform integrity.
25. Security and technical misuse
Businesses must not:
- attempt to access another user’s Account;
- bypass access controls;
- interfere with database or storage security;
- exploit security vulnerabilities;
- introduce malware;
- reverse engineer the Platform for abusive purposes;
- scrape protected information;
- attempt unauthorised database access;
- manipulate requests to obtain another Business’s private information; or
- circumvent technical restrictions.
Security concerns may result in immediate restrictions or suspension while investigated.
26. Reporting marketplace concerns
Businesses may report:
- Businesses;
- Work Opportunities;
- Capacity Listings;
- Reviews;
- messages; or
- other marketplace concerns.
Report reasons may include:
- fraud or misleading information;
- fake or invalid documents/evidence;
- harassment, threats or abuse;
- spam or platform misuse;
- fake, duplicate or deceptive Accounts;
- Review manipulation;
- inappropriate content;
- safety concerns;
- private commercial dispute or contractual disagreement; or
- other concerns.
A report is an allegation or concern.
A report is not proof by itself.
Reporting alone does not automatically result in punishment.
27. Moderation
WorkCircuit may review reports and other credible marketplace concerns.
Depending on the circumstances, possible outcomes include:
- No action;
- Warning;
- Correction required;
- Feature restriction;
- Temporary restriction;
- Temporary suspension; or
- Permanent account termination.
WorkCircuit may consider:
- the available evidence;
- the seriousness of the conduct;
- potential harm;
- repetition;
- previous relevant conduct;
- whether immediate action is reasonably necessary; and
- the Business’s response where appropriate.
WorkCircuit will seek to apply these Rules consistently and proportionately.
28. Feature restrictions
A restriction may apply to particular Platform functionality, including:
- creating listings;
- publishing listings;
- sending Connection requests;
- accepting new WorkCircuit work;
- sending new messages; or
- other specified functionality.
Temporary restrictions may use periods including:
- 24 hours;
- 3 days;
- 7 days;
- 14 days;
- 30 days; or
- another specified period where reasonably appropriate.
Temporary restrictions should cease when their specified period ends unless another lawful restriction applies.
29. Suspension and termination
WorkCircuit may temporarily suspend an Account where reasonably necessary to protect:
- users;
- the Platform;
- marketplace integrity;
- security; or
- legal interests.
Serious circumstances may justify immediate temporary action while a matter is reviewed.
Permanent termination may be considered for serious or repeated conduct including:
- serious fraud;
- deliberate deception;
- serious threats or safety concerns;
- serious security abuse;
- deliberate Review manipulation;
- repeated serious rule breaches; or
- deliberate evasion of Platform restrictions.
Where reasonably practicable, WorkCircuit may provide notice and an opportunity to respond before permanent termination.
30. Appeals
Where WorkCircuit provides an appeal process, an affected Business may appeal a moderation action.
An appeal should identify the relevant decision and provide any information the Business wants WorkCircuit to consider.
An appeal does not automatically remove or pause a restriction.
Possible appeal outcomes include:
- decision maintained;
- decision modified;
- restriction reduced; or
- decision removed.
Where an action is removed, associated restrictions should be lifted where applicable.
Appeal information may be retained as part of the moderation record.
31. Anti-evasion
A Business must not deliberately create, control or use another Account to evade:
- a restriction;
- suspension;
- termination;
- feature limitation; or
- another WorkCircuit enforcement action.
Where WorkCircuit identifies credible evidence of deliberate evasion, it may take appropriate action against the relevant Account or Accounts.
This Rule is not intended to permit broad blocking of unrelated Businesses merely because they share ordinary information, devices, networks or commercial relationships.
32. Fairness and moderation principles
WorkCircuit’s moderation process is intended to distinguish between:
- a report and a proven breach;
- a genuine commercial disagreement and platform abuse;
- a negative Review and Review manipulation;
- an allegation and established information; and
- a minor issue and serious misconduct.
WorkCircuit does not automatically punish a Business because another Business makes a report.
Businesses should have an appropriate opportunity to respond where reasonably practicable.
WorkCircuit may take urgent temporary action where reasonably necessary to protect users, security or the Platform.
Internal moderation records may be maintained to support consistent decisions and appeals.
33. Changes to these Rules
WorkCircuit may update these Marketplace Rules as the Platform develops.
Material changes may be brought to users’ attention where reasonably practicable.
The current version and effective date will be identified on the Platform.
New features may introduce additional rules or requirements.
WorkCircuit will aim to ensure that the Marketplace Rules remain consistent with the actual functionality of the Platform.

It has been updated to reflect the controlled-beta marketplace functionality currently implemented, including:
- Business Profiles;
- Work Opportunities;
- Capacity Listings;
- listing-level matching;
- Connections;
- messaging;
- Engagements;
- completion confirmation;
- Reviews;
- reputation;
- Review reporting;
- public business media;
- private business evidence;
- marketplace reporting;
- moderation;
- feature restrictions;
- temporary suspension;
- termination;
- appeals;
- anti-evasion protections; and
- in-app marketplace notifications and related operational processes.
These Rules do not represent that WorkCircuit currently provides features that have not been implemented, including live ABN/ABR verification, automatic insurance or licence verification, external identity verification, payment processing, escrow, SMS or push notifications.
